About question 2, after posting, the message composition window showed at the top something like I had no privileges or I wasn’t allowed for that action. As the first post was very long because of the log content. then try a second message without log entry but the message showed again, after that I sent this email.
Stand alone in a virtual machine with rocky linux 9 with 4 cpu and 8GB ram The machine is full dedicated for this test lab with openboxes.
Rocky9 has a tomcat 9 package and was installed it at the beginning , but was removed later. After that, tomcat 9 was installed in /opt/tomcat using apache-tomcat-9.0.115.tar.gz from the apache repo. Perhaps this could be related with the issues.
Mariadb version is 10.11
Java version is OpenJDK Runtime Environment (build 1.8.0_482-b08)

Since you’re not using docker, my initial thought is that the Tomcat directory is maybe not readable/writable by the Tomcat process.
There actually might be a few posts here with the same error message, so search the forum to see if there might be another helpful post.
Let me know if you find anything in the post I suggested.
If you can’t find anything to fix the issue, then I’ll bring this error up with the team to see if they understand what might be happening.
Note: I also found the error that occurred when you sent the first email (after the topic creation failed via the web UI).

For large posts, it might be a good idea to break them into smaller posts or post the original message with a truncated version of the stracktrace. Another option would be to use a pastebin (e.g. pastebin.com).
